Cultures of Integrity

Our work is centered upon Building Cultures of Integrity in nations. Nations with strong cultures of integrity create the conditions where citizens can trust their institutions and communities can thrive. Together with our sister organizations in the Better World Network, we also promote High Performing Government through the Chandler Institute of Governance, and Strong Constitutions and Laws through the Chandler Institute of Justice.

The Value of Trust

High-trust nations are prosperous nations.

As trust builds, it strengthens institutions, fosters resilience, and enhances a nation’s reputation, laying the foundation for lasting stability and development.

One of the greatest threats to national development is corruption. The conventional response to this problem is anti-corruption – efforts to uncover and punish wrongdoers and recover stolen assets. However, while these policies are necessary in tackling criminality, they cannot by themselves build the high-trust environment that is necessary to discourage corruption at its source and to create the wider conditions for national development.

To achieve this, we must shift our perspective from opposing corruption to actively cultivating cultures of integrity. Cultures of integrity extend beyond simply following laws and regulations. They embody a deeper societal commitment to ethical values and moral principles that shape behavioral norms. When acting with integrity becomes the standard, it builds trust across the nation.

Our Cultures of Integrity Programs

We partner with government leaders to build high-trust nations.

We work with government leaders to develop and implement National Action Plans that contain specific, actionable, and time-bound policies to build cultures of integrity and enhance trust.

In the implementation phase, we support our partners to deliver the goals of the National Action Plan, establishing Change Management Units to oversee the execution of the plans. We help form Technical Working Groups consisting of state and non-state actors for each of the main policy reform commitments. Each working group is guided by a detailed work plan that establishes clear milestones and KPIs, creating strategic clarity and accountability for results.

Our Integrity Knowledge Products

Our resources help to support informed decision-making, encourage collaboration, and contribute to the development of effective, accountable, and transparent systems of governance.

The Chandler Papers are a set of 12 publications written by anti-corruption practitioners setting out a new generation of models and tools to dislodge entrenched corruption and build cultures of integrity. The Chandler Papers are a product of the Chandler Sessions on Integrity and Corruption at Oxford University, which convened a group of senior leaders of anti-corruption institutions from around the world between 2021 and 2024 to discuss issues in the field and work on the Chandler Papers.

The Anti-Corruption Manual is a practical guide for leaders of anti-corruption institutions. It contains strategies and tools needed to promote integrity and combat corruption effectively.

The Chandler Anti-Corruption Leader Practice Group is a new initiative bringing together current and former heads of national anti-corruption agencies to discuss emerging challenges in anti-corruption and to refine and develop the contents of the Anti-Corruption Manual. Participants will engage in two virtual meetings a year, with a potential in-person gathering, forming a community of practice to share insights and experiences. This group aims to strengthen global anti-corruption efforts by fostering peer learning and equipping leaders with a practical manual to build cultures of integrity across society.

Character is Destiny is a values curriculum focused on building cultures of integrity among school-aged children. Developed in partnership with the Maxwell Leadership Foundation, the Character is Destiny curriculum provides a five-module, interactive program on the values of integrity, honesty, trust, honor, and servanthood. It includes role models and allegories to inspire the next generation of values-driven leaders.

Better World Network

The Chandler Foundation is a member of the Better World Network, united by a shared heritage and common goal: a better world through better national governance.

Chandler Institute of Governance

Government capabilities and strong institutions are the backbone of strong nations. The Chandler Institute of Governance (CIG), established in Singapore in 2019, supports governments by developing leaders, strengthening institutions, and building public service capabilities. CIG accomplishes this through technical projects, training programs, the proprietary Chandler Good Government Index (CGGI) that measures government effectiveness, and knowledge products.

Chandler Institute of Justice

A nation’s constitution and its laws provide the framework for establishing and holding accountable government institutions, set the conditions for marketplace competition, and guide the development of flourishing, harmonious communities. The Chandler Institute of Justice (CIJ), established in Cape Town, South Africa in 2024, supports leaders, lawmakers, and legislative bodies across Africa. It provides law reform advisory services, specialised legal training, development of model laws and legal knowledge products that promote good governance, economic development, and social mobility.
